Juba Peace Agreement
The Government of Uganda and rebel Lord's Resistance Army have yet to sign a final peace agreement that would codify the components agreed to in the agenda items below. While there was much hope that a final agreement might be reached in the spring of 2008, Joseph Kony, leader of the LRA, has remained elusive and unclear about his attentions. While the international community continues to work toward this outcome, the five agenda items already agreed to provide a comprehensive framework for transitioning from war to peace.
If signed, the final agreement would be the last component of a process that has gone on for over two years and that has addressed a wide range of issues and grievances.
When the Juba Peace Process began in the summer of 2006, the warring parties agreed upon a framework that would both end active violence and address deeper social and political grievances. As of the end of February, all of the agenda items included in this framework had been agreed upon, with the "implementation schedule" and final agreement the only remaining components.
